International Traffic in Arms Regulations: U.S. State Department rules for items on the U.S. Munitions List. Exporting those items, or the technical information that describes them, needs government permission.

Expert

USML Category XI(c)(1) covers ASICs and programmable logic devices programmed for defense articles, and Category XI(d) covers the technical data directly related to them, so the design database is controlled. Releasing it to a foreign person, even inside the U.S., counts as an export.
